No. The test is who you invoice: any business or licensed freelancer issuing B2B or B2G invoices is in scope — VAT-registered or not. Consumer-only (B2C) sales are excluded for now.
"I can issue through a free government portal like Saudi Arabia's"
There is no government issuance portal in the UAE. Appointing an Accredited Service Provider (ASP) is mandatory — but you're entitled to 100 free transactions/year at any ASP under MD 64/2025.
